I am sure both are true. I know the jump limit was removed because
of the 30 dton Jump Boats the Regency used.
In particular the second one really caused problems for 1248, as Martin
was compelled to use CT rules with it, and those limits were in effect
there. He had to handwave out those Jump Boats without invalidating
them. (Basically, the explanation is that you can indeed jump with
ships smaller than 100 dton, but the odds of failure increase a lot. It
is only done by the desperate (aka the Regency) or the insane.
