Your genetics base need not be abandoned. What if the scientist was called back to, say work for the government making bio-weapons for the war. He might have just shut down the base, as he would be right back after this minor distraction was finished, and it might be interesting to see how his "children" fared on their own. Being that far out in the boonies leaves me to think it was not sponsored by the Solomani but it might have been sponsored by a group who were up to something. Either way the UPP would read X-000000-0. In the notes section when you write up the sub-sector you could note under the planet that the base was shut down intact/abandoned/or striped. As to virus, I have always treated it as just another faction that fought in the war. One that came into beaning late and was able to attack the other factions at their weakest but due to a lack of a solid leadership fell apart after there was no one left to fight. Being so far out you might make the vampire ship a independent ship with a specialist virus (God or Mother) with a bent towards science. Finding the base would be like its Holy Grail. The ship might be a lab or scout belonging to the genetic scientist or perhaps the ship got tired of the killing and it turned its back on the war and left. Your locals, would probably have mixed emotions towards humanoids, running from devotion to homicidal rage but would all see the base as a holy place.
