The HF does send J drives to the RC, but they're not the RC's J drive
supplier. They'll send drives for technical academies to study and reverse
engineer, recovered drives they choose not to use for the RC to
recondition, but it's a smaller-scale, situational thing rather than all
RC starships having a "powered by Hivers" sticker slapped on the side.
One thing the classic Traveller shipbuilding capacity rules missed was the
effect of automation at higher TLs; it was all linearly derived from
population whereas it should have had some multiplying effects at higher
TLs.
