Of course the Hivers know all about the Droyne... it is all a manipulation after all.
Typically the Droyne are described as hand producing jump drives and such. I could imagine you could force them to build you J drives but better to trade with them.
As for Hivers sending J drives to the RC, there is note of them providing small high tech weaponry or the components of weaponry. I would imagine though that they would need J drives for their own rebuilding.
