The Hivers (at the level of their government) knew about the
Chirpers/Droyne/Ancients, that's just kind of generic top-level
interstellar empire knowledge. What they wouldn't (necessarily) know are
details out of Secret of the Ancients.
There certainly would be lots of manipulations involving Droyne, and
certainly there are a lot of broken Droyne societies which the
Encyclopaedia Hiverica would describe as "improved for our purposes...we
wanted to make them afraid of spiders, because it helps them to serve as
our...specialized pest control and fumigation caste."
Returning briefly to ships, the RC can/could/will make good use of Droyne
if/where they are available, but that was not part of any particular plan.
The big shipbuilding plot development was the secret Virus shipyard world
in Diaspora, at the end of the Guilded Lilly series.
