I'm sorry sir, you cannot restart your ship's power plant and maneuver drive
until you fill in this environmental impact survey.

Now how did you decontaminate your vessel to ensure you did not carry
anything from (last destination)...

I find it amusing that player's want to accumilate either slightly or very
restricted equipment and then never consider what happens when/if they get
inspected.

"Gentlemen, how did you come by 5 suits of imperial battledress and 5
PGPMs?"

And it all spirals from there :)

If the world was fair then every bad thing that has ever happened to you
would have been deserved.
The inspection thing is completely realistic, not just customs and import
duties, but also the introduction of non-native biological organisms. We
have that problem here on Earth all the time, and there would be some
"garden worlds" in Traveller with celebrated ecosystems that could make
much of their money on tourism that would be very careful about not
letting in critters that would wipe out their local fauna. (We'll set
aside some of the illogic about how Traveller has Hi-pop marginal worlds
next to low-pop garden spots.) A lot of this would be solved by simply
having all incoming starships tie up at the highport and never be allowed
to land on the surface. We had an Orbital Quarantine Command for Earth in
2300.

This could work the other way, too, where a breeding pair of Tree Krakens
poisonous to local life got loose in the Empress Marava National Park and
the players are hired to get them back before they have babies or get
eaten and cause the death of the local Cutlass-Toothed Murderers. The
problem would be that the local Cutlass-Toothed Murderers would be far
more dangerous to the players than the Tree Krakens they are trying to
round up. To make it more personal, the Tree Krakens escaped from the
players' ship, and their ship is impounded until they return with proof
that they have recovered all of the Tree Krakens, even if they're in the
stomachs of the local Cutlass-Toothed Murderers.

Ship inspection can be a real thorn in the side of players but I thought
starports where extraterritorial? So as long as the ship was at the star port
they where mostly okay, only Imperial laws would apply? I would make the local
noble have some funky laws and also have the players use some admin or bribe to
get there asses clear.

Even if the downport are Imperial territory rather than local world territory (much like embassies today), the Starport Authority (SpA) would likely heed local laws and regulations when it comes to such matters. Even if the local world can’t close down the starport, they may close all access to the port preventing merchants to sell their goods local vendors, or pick up that crate with high yield merchadise which happens to be outside the extradition zone.

Even though the Imperium has the muscle to keep ports open at all times, with force if necessary, it will probably not be any profit in it and it will likely harm public relations.

Imtu starports are open to all types of mercendice, even things that are illigal on the local world. Merchandice the locals deems illegal will be prevented to be sold outside the starport to local vendors, but it might be sold to others which may again sell it or bring it further down the trade lanes.

However, inspections help with tagging smuggling as illigal goods will likely be labeled as something else.

Depends on your own game and how you want it to work.
