True, though I'm sure there's a classified IDP package for dual use missiles, with an attached note detailing how they really aren't the best at either role.

Thanks for appreciating that, Eamon. I just finished listening to Frank's
Striker panel at Celesticon last year, and as he observed in there, we
didn't really have time to sit back and figure out exactly how the future
was going to work. Instead, we had to put out what we had and then expand
upon it later.
He also said something in there that he used to say at GDW. If you put
someting in a game that people don't like, they'll discuss it forever. But
if you FIX it....they'll never forgive you.

For things that are removable, they could try - but they might just render
the missile unusable. For things that are inherent in the way the warhead
has been designed - they're out of luck.
