It is in Path of Tears. PoT has the whole system for creating the armed forces of worlds in the Wilds. Pages 95-97. It is fundamentally based on population of the world concerned, which is then translated into the size of the armed forces, which then gives the assets (e.g. 1 sub 1000dT combatant per 500 personnel in the space force of small popn worlds).
