Great questions!
 
1. My reasoning would be that active jamming could cancel out both provided that the jamming vessel could actively conceal itself from the opposing passive sensors. Active sensors would possibly be easier to spoof. With passive, we are just trying to sense and existence of energy. EMS spoofing may work against an opposing vessel. 
 
2. I would say that a lock was not needed for sand since they are just fine particulates. More information is needed on the exact nature of these missiles.
 
3. Since Sandman is a largely unknown "peacemaker" virus, I would assume that there was more involved  here than just applying a -1 diff mod. Thus, thus use of motivation cards to determine combat sequence and behavior of the actual peacemaker. I'd put the dice away on this one.

my opinion only
jammers are emmitters, so incoming missiles can be of the type that track on jammer.
jamming would work best on active jamming, but may, like a bright light in your eyes, also jam at least some passives especially close up
On sand-casters - they need to cover an area to try and stop missiles even if they use some manuevers on teh attack run - so a hard lock should not be needed, yet if you're moving and the missile, of course, is moving then some idea of where to put the sand is necessary for it to be effective ...

1. What type of sensors does area jamming effect? AEMS only? PEMS only? Both?

2. In order to use sandcasters against attacking laser-det missiles, do I have to have a lock on the missiles?

3. Bonus Vampire Fleets question. The last page of Vampire Fleets describes the effect of having Sandman aboard a RCES vessel in combat. The sum total of this seems to be an additional -1DiffMod on all firing tasks. Is that it? I mean to say, that is what is going to help me defeat the Navy of the Empire of Solee and then the Vampires? Consider me doubtful...
