One thing to note - the Extents is only chaotic and fractious by
Imperial and Zhodani standards. By the standards of modern Earth, it's
actually pretty stable in many places - there are polities there that
cover a sector and have lasted centuries. Remember, the Vilanii consider
the Romans, Persians, and Chinese empires to have been unstable and
short-lived, and culturally the Imperium was mostly Vilanii. The Zhodani
seem to hold similar views, and plan in the very long term.
Also, the Vargr don't seem to have major trouble moving assets from one
polity to another when they change sides, which suggests something
resembling either consistent standards or system designed to interface
easily with other systems built to differing standards. Neither is
encouraging when looking at resistance to infection.
