I strongly believe that Ruler of Five (Ro5) is a Vargr state. According
to the history section of /Vilani & Vargr/, vargr corsairs rounded
Windhorn and continued rimward towards the First Imperium, which had
expanded to Meshan, Mendan and Amdukan sectors. As such, the corsairs
weren't going to waste time expanding trailward as there was nothing
there to plunder! Hence the area now occupied by Gashikan was wide open
to settlement by the Scorpion Corporation.

On the Cultural Map in V&V, the Ro5 is smack in the middle of Urzaeng
territory. These wolves are known to be "very territorial protective of
their space." I don't believe that they would give it up to humans.

In Jeff Zeitlin's write-up for Gashikan

alludes to that very same cold war with the Julian Protectorate that
you're talking about. I don't know if that's something of Jeff's
concoction or if he got that from /Challenge/ issue 49. Does anyone on
this list have that?

According to V&V, the/Authority of Joekgh/ is located in Kfazz Ghik
sector, which is one sector coreward of Trenchan (Rukhs Dall), the
trailing half of the Empire of Gashikan. I don't believe that it is a
break away colony, as it seems a bit far; but I have no proof. It's
firmly in the midst of Suedzuk territory. Many Suedzuk fled Gashikan
after the capital was sacked, maybe it was founded by some of them.

What is this /Zuugabish Tripartite/? I don't see it on the map.

I agree that a privateer campaign based out of the JP and raiding
Gashikan would be a good one for a CT or MT campaign.

In TNE, I'm wondering if the JP would warn Gashikan once they learned of
Virus. Stellar density drops off in Trenchan sector. I could see pocket
empires forming. Maybe parts of the JP and Gashikan both survived. If JP
warned Gashikan, does anyone think that maybe they'd soften their
anti-vargr stance? Norris warned the Zhodani and relations improved
there. Of course neither side was shooting the other on sight or
enslaving them.

Gashikan sector sounds like an interesting area. With the Julian
Protectorate and the three smaller states to rimward and the Ruler of
Five to spinward. I/ve been looking and haven'tfound any concrete info
on thier feeling towards the Imperium. My feeling is the would be
simpathitic, but most likly they couldn't resist "Well we told you so".
Thier attatude towards the Vargr would probably harden, is that
possible?? On Gashikan Vargr are shot on sight, most other worlds seem
to see Vargr as genetily engineered dogs, not worthy of rights. I can
see the Julian Protectorate facig off in a sort of cold war. Its dealing
sith the Ruler of Five (Vargr state?) would be more aggressive,
especially if corsars operation out of R.O.F. rutinly raided the Third
Empire. In Vilani& Vargr I see there is a 16 world state that is part of
the 3rd Empire but on the Traveller Map is is a seperat state "Authority
of Joekgh". Possibly a break-away colony?
I think this would be a good place to base a privateer campain out of,
raiding the R.O.F. or trying to bring the Zuugabish Tripartite into the
empire.
