One of the ways I kept nukes out of the hands of my players in TNE was the
ongoing costs and red tape for owning them.

Every planet you visit would require an inspection of any nuclear warheads
and fusion/fission powerplants. Nobody in their right mind wants a crappy
old trader, with an antiquated nuke in it's cargo hold with a jerry-rigged
ND keeping it stable, sitting in their multi-billion credit starport
(multi-trillion when you start to add in the value of the other ships,
cargo, etc.)

The inspections would happen far outside of normal orbits and would be
mandatory before you were permitted to land with nukes on board. If you
didn't meet their requirements then you don't get to land ... and everyone
had little quirks on the safety requirements. The penalties if you lie to
traffic control about having/not having nukes on board when you first come
in-system and request permission to land was pretty much kiss the ship
goodbye and multiple decades in jail.
