In my TNE-verse Det Nukes were crafted in such a way that any significant atmosphere around the nuke would result in the nuke warhead fragmenting/duding when the compression charge/laser/whatever tried to achieve a critical mass. Other safeties include basic densitometers to prevent detonation close to significant bodies (Earth, Vesta, Pamela Anderson...)

Of course, military-standard det-nukes didn't have the densitometers - but even then, if they wanted to nuke a world they'd use ordinance fit for the job.
