That's a yes and no.
Your intuition is correct insofar as Lucan had a great deal to do with
creation of Virus, and he ended up being himself much transformed by Virus
(in my head, more Alien queen than Borg queen), so if you see that, it is
not inappropriate.
However, for the art itself, that was done by Brad McDevitt based on Kirk
Wescom's design on the t-shirt. If Kirk or Brad had Lucan in mind when
they did that, I don't know. My guess would be not, as neither of them
were that steeped in the Traveller "who shot John?" personalities.
