I can see this end up in disaster in numberous ways. Angels may find creative ways to correct the errors to bring the reality back in line with the stored omnipotent knowledge. A world has thrown off its dictators and has gotten democrating chosen government. The angels needs to rectify this and arrests and deports democratic politicians to the salt mines.
Population too high/low? start breeding or culling programs and so on.

The thing to keep in mind is that each of those main frames beneath the surface of Reference contains the total knowledge deposited there by the scout service on every main world and presumably many secondary worlds in the Imperium and possibly beyond. The information deposited is not necessarily accurate or up to date of course. So you can picture the virus sending out its “angels”, to check on all of this and bring everything back into line with its knowledge since it is god.
