The thing to keep in mind is that each of those main frames beneath the surface of Reference contains the total knowledge deposited there by the scout service on every main world and presumably many secondary worlds in the Imperium and possibly beyond. The information deposited is not necessarily accurate or up to date of course. So you can picture the virus sending out its “angels”, to check on all of this and bring everything back into line with its knowledge since it is god.

Sadly at the rate we're going that computer would have been the size of a shoe box. Its much less impressive than a great cavernous hall filled with random flashing lights and the humm of electricity.
While I have yet to look it up someone told me that the phone in my hand has more processing power than all of NASA did when they put a man on the moon. If true I find that at once aweinspiring and terrifying.
