I have to ask the worlds that the Hivers "accidentally" destroyed. Was that in recent, 'Lets make a "Dawn League" here... Oops! Maybe we'll try again just over there." history or are we talking in the distant 'Rule of Man' kind of thing?

I ask this because IMO proximity to the events and some kind of direct relationship makes all the difference. While it's easy for us to get riled up at the Germans over the events and tragedies of WWII, its much more difficult to get worked up at the British over the events of say your War of Independence. Unless you have some kind of direct familial connection, say your great great great grandfather had done something special or suffered some horrible fate, the distance through time makes the connection much more difficult to make.

BTW the virus starship factory is Iiselu, in Diaspora. I had to look it up its been stuck in my brain for ages.
