I think a Swede named Bertil Jonell once had suggstion to rules for this, but I can't remember where he posted those, if it was in a ABBP or on the TML back then.

GDW took a lot of TNE from TW2K, including the rules on explosive damage. In doing this, they neglected to cover what effect sealed personal armour (like Combat Armour and Battle Dress) has on mitigating concussion damage (see current rule at Mk1 Mod1 page 283).

Now this topic was pointed out on TML at the time by people and Loren posted the following response:

This was an oversight.
Basically, sealed, armored suits such as combat armor and
battledress provide protection from most concussion. There are
some limitations to this, clearly, as a large enough concussion
force will squash protective armor (including tanks, as the
Japanese discovered to their chagrin about 50 years ago). Writing
a more rigorously defined rule on this is one our list of "Things
To Do RSN."

So, did they ever get around to explaining this? Or does anyone have any suggested rules?
