Hi Abdul. I belive the raw data for the four sector map of Scott's comes strait from B.A.R.D. Check out the OPEL files, this is where i think the data came from for three of the four sectors, the fourth, Solomani Rim I belive came from the Traveller Chronicals #10. Both these sources are not Cannon sources, but are fan writen and supported. They have been around for so long and are so well written that I treat them as cannon.
The AO I remember reading was set up as a comprimise between the Federalists led by Aubaine and the Centeralists le by Oriflamme. As I remember Federalists/Aubaine wanted to go out and meet, greet and help worlds throughout Diasproia and the Old Expanses sectors. Oriflamme, offically, was worried that this would squander resources over too wide an area too fast and could lead to the economic collapse of the Coalition. Unoffically Oriflamme was worried that if the Federalists wre successful in helping a number of worlds, these worlds would join the Coalition and side with or join as Federalists and the Centeralists would loose voting power in the Coalition Assembly. Oriflamme also wanted a free hand in the subsectors trailing and rimward of the Oriflamme subsector so the AO boarder stops at the boarder of Shenk/Karse subsectors. This gives Centralists/Oriflamme a free hand, but hems in Federalist/Aubaine. The Federalists would I belive,neatly side step the AO by using lobbying groups to sponser clvilian-Lancer groups to do the jobs the RCES are not allowed to do. Roger
