I always thought it would take a 6-8 days, and one week of fuel, as well. We use the formula 140 + 8D6 hours. This gives a bit of randomness to the exit time. I also thought that the drive would give some indication that the ship was coming out of jump space soon (say 30 minutes).
I always though that the in-system-only jump drive would be half the sixe of a J-1 drive for the same size ship, this due to the much shortened distances travelled
For S&R operations, I would take a page from the US Coast Guard. Before helicopters the CG would place lifeboat stations in hazardous areas knowing full well that sooner rather than later a ship was bound to get into trouble. In traveler terms, a small base, about twenty personal and room for 20-30 "guests" and a small craft (high-speed 20 ton launch) placed on the outer moon of a gas giant or other well travelled/hazardous area.
Funds could come from starport operations budgets, the much hated berthing fees at work. Though the Imperium/Regency/RC might give the planet in question a subsidy to run the station or might even donate or sell at a reduced price a small craft
I never found a reference to it but I believe the Imperium had a law that echoed the current First Law of the Sea. that a ship upon receiving a SOS must come to the aide of the stricken ship------up to the point of risking their own crew and ship. I think that even in the post-collapse era that many ship captain's would still feel honor bound to come to a distressed ship's aide.
I just would not tell them I was in range and coming to maintain surprise, and when I got there I would have all guns drawn, so to speak, just in case it was a hoax.
