Did we put rules for auction into something, either the basic rules, PoT
or S&G, or is that something that kept living in my head that never got
printed?

If not, you'll have to do a couple things, decide which systems in the
ship are still remotely serviceable and assign them a "functionality
remaining" value (a % of the original price) which would be the upper
price limit if it were removed and sold to them directly, but discounted
downward if they have to remove them themselves. The rest of the ship you
use the cost per ton of the materials they are made of from the trade
rules. And you have to discount that waaaaay down if they have to cut it
up and sort it themselves. As a guide, the Navy recently sold USS
Forrestal and Saratoga for one cent each for scrapping, but they had
already had their combat systems (like the MFDs and lasers) removed.
