This sounds like a cop-out, but "any way you want."
The 3I ruled the space between worlds and gave local government carte
blanche to do what they wanted within 100 PDs, read any number of local
horror stories. So depending upon where the book was written, where the
author was from, where the "libeled" celeb was from, they could scurry
under various underlapping/overlapping codes. When those didn't agree they
could take it to the local noble, but oh noes! they're in different
subsectors, so they take it to the next one.
Then they get some kind of ruling where the book can't be sold at A, B,
and C under their laws, but is sold at D-Z under their laws, and ships
carrying the books (it's an example, "they don't ship paper in the
future," except when they do) to D get waylaid by various customs places.
Then back to real world, if the guy is a celebrity, he is a public figure,
so Larry Bud Melman sings about him on Entertainment Tonight every night
anyway, and if the stuff is all true, derived without hacking the guy's
3Iphone, tough darts, and suing about it just draws more attention to it,
which is probably what the publisher wants, because the publisher is
actually a front for Ine Giver terrorists (did you hear that, NSA?
TERRORISTS) who want the locals distracted by Tri-D footage of "libeled
celeb" drunkenly careening down the (road?) in his white sport utility
tree/car so they can insert a battalion of crack Joe thought police, but
fortunately the judge was ACTUALLY Dominic Flandry, who in between
sleeping with your wife, calls in the Marines who nuke...something,
Flandry raises a glass to what a tragic opportunist he is, and off he
goes, while irradiated pages of the book waft down onto the populace who
are only miffed that the broadcast of the latest exploits Mora Montana got
interrupted.
Pretty much anything you want.
