It seems like it's usually two unrelated parts of the brain. Diving into
either side is fun and has a lot of detail, but they tend not to overlap,
although you can make them if you want. A merc campaign requires attention
to supply, CSS, money, "where did we leave that crucial part," and you can
scratch both itches in the same campaign.
