I think it would help if we figured out using
FF&S what pieces/parts could feasibly be built at a
lower tech and plugged into the modular ships.  Yes there
is what the books say the RC did, but then there is the
reality of what the game mechanics allow.

I also seem to recall that GDW
had plans for a sourcebook that would include pre-built
modules that players and referees could use in their own
modular ships.  The Regency materials however ended up
getting priority and GDW folded up shop before they could
get around to it.
