That was because of something called the "Chicken Tax".

Basically it was a punitive measure in response to French and German tariffs on US Chicken in the early 1960s. Domestic politics added light truck importation to the items the Chicken Tax hit.

Light truck covered commercial trucks and pick-ups, so manufacturers get around the restriction as best they could. Japan by exporting the cab and chassis, others allowing knock-down assembly, and Ford by importing European Ford trucks in passenger configuration - then stripping them back to light truck.

Necessity is the mother of all work-arounds.
