QED. The rules were already laying in there waiting to be harvested, or
there may be a few fine points that we hadn't published yet, but we didn't
publish magickal ships of unobtanium that the rules would not support.
You're talking about a couple books, the Clipper book and then wherever
the finer-grained ship design rules and operations would have gone.
Whether that would have been a full-up starship operators' manual or a
section in a player's handbook who knows.
