It's very similar to a set of messages I sent out here maybe a year ago,
about "Uplift," how it's a big interconnected jigsaw puzzle-web thing
where everything connects to everything else. Shipbuilding is the same
way, find out what world/location/resource A, B, C, D, and E each do best,
and connect them so that the work of the whole is greater than the work of
the parts working separately.
Something you allude to below is what gets moved to where. Some things,
like say TL-XX turret "cans" can be shipped to where the hulls are and
dropped in, but in some cases the lower-tech hulls need to be hauled to a
higher tech world for installation of the infrastructure hull systems that
allow the higher-tech stuff to work.
