That's where I was going. No question the old Imperial/Solomani records would mention black globe generators and indeed Kulligan could give you a basic briefing about them. You might even be able to find the technical specifications for the crude copies the Imperium was making or simply how to hook one up. But our "RC Illuminati" would guard the fact they had an operational one (or multiple operational ones) as a secret of the highest order.
