Nuclear dampers affect strong and weak nuclear forces. I think that means that they could be used as "radiation shields" in the sense that they could cause any incoming particles to just scatter off anything they hit rather than causing damage (e.g. chemical bonds wouldn't be broken, particles won't be sputtered off a surface by bombardment etc). Or they could affect the incoming particles directly by causing them to decay prematurely or decrease in energy before they reach the surface?
