And even more of an issue when the units are for different things. Rem is for the biological dose, i.e. the effect of the radiation, rads are for the basic radiation dose to any medium. They are outmoded, being replaced in most countries by the SI Units sievert and gray.

I don't think nuclear dampers would be much use, as they only effect radioactive decay of materials: the radiation belts of Jupiter are largely made of of radiation particles, electrons and ions, IIRC.
