Not right away, that's for sure. RC is mostly facing a war of attrition
with Solee before Sandman, though. They are better skilled and more
motivated, but ships are just outclassed and awaiting a lucky hit they
just can't afford too many of.
After Sandman, the RC has real capital ships with skilled crews and Sandman
automating. THAT should be enough for derelict Vampires that can avoid
being taken over by Sandman through damage/wear.
Only thing the RC lacks at that point is population... Which makes Yontez
much more attractive, though still potentially unbalancing... At least by
itself.
