Doesn't that occur after Promise gets liberated? I recall a statement at the end of vampire fleets that the operation was going to be run on a shoestring. With that, it's hard to see ships able to be spared to intedict those who go on the run.

I think that's where the Solee
ships come in. The RCN is going to be pretty formidable by
1205 - 1206 when they're pumping out Sandman destroyers
out of the automated Guilded Lilly shipyard.
