I never read it as saying anything but that you were designing the suit and not worrying about the weight of the person in it or what the person carried. On page 41 of FF&S Mk1 Mod1 under the 'Powered Exoskeletons' table it says beside MM, "Maximum mass of *the suit*", so I thought it was clear you were designing the suit and disregarding the person and any carried weapons or equipment which would encumber the character in the normal way (except, of course, your strength is double so you can carry more).

You're simply designing the suit and anything *integral* to it.

All the examples make that pretty clear as well. The weight of the person is beyond the scope for the purposes of the design. I guess you're assuming the exoskeleton is capable of carrying that weight of a person.
