I did a cost/volume/mass analysis of the various means of powering small ship lasers a while back - inspired by the difficulty of fitting a capable laser system in small craft and aircraft at TL-12 and below without taking over the whole craft. Off the top of my head explosive generation systems were good, and you could use the cartridges for a co-located plasma/fusion weapon if you wanted to. Importing higher tech laser arrays and power cartridges made things much better - especially with X-ray arrays.
