I'm designing a light carrier with modest performance (15,000 tons,
TL-12, J-2, 1G). What's a reasonable expectation for sub-craft capacity?
I started with 50 medium fighters (20 tons), but comparing it to those
listed in a book and BARD, I'm thinking that I'm low-balling it.

How do you see this carrier being used? That will probably feed into the design process, suggest systems and capabilities that are necessary just for the ship alone, then what's left can be assigned to carried craft, their support, extra fuel, and maybe 'nice to haves'.*
One thing from real-life carriers: planes are packed fairly tight in hangars, with some shifting about needed to get planes moved around. However, maintenance areas in the hangars are bigger. You might want to assign X fighters worth of spacious hangar, with the rest minimal - but with a few free spaces to accomodate fighters getting moved around.

* And if you fancy doing a closer-to-life design process, set no ship propulsion, add necessary systems and the equipment you need (inc. fighters and their fuel), add a certain percentage for propulsion fuel (20%?), and the internal diplacement will be the lower bound of your external displacement.

At 15k displacement, she's not going to carry a huge number of fighters. Actually sounds like something akin to the escort carriers of WW II, so 50 subordinate craft sounds about right.
