Chrysolite is an interesting system, a LOT of contradictions. Class -B starport, and high TL says hi and welcome to merchant/traders, but a Law-B speaks more to "go ahead make my day" attitude, as would the 97% population loss. There would be a lot of in system traffic, the TL-10 would allow that and the planet could not sustain a much larger population or TL without trade so there would be a number of mining and research posts permanently established in system. Add to this a pirate base just five parsecs core/spinward and there would be extensive SDB/fighter protection.
Free Traders would be the biggest visitors to Chrysolite, the Dingir League would fall in second but they have pulled back since contacting the Terran Republic and TR merchants would be hampered by the J-3 gap so only larger merchants and TR navy and scouts would be in great numbers as visitors. From the TR point of view bringing Chrysolite into the republic would be a grand idea, it would put a crimp into Dingir League's access to the J-2 route to the Bootes Cluster, though they could still go through Wallach, and it would make a fine jumping off point for exploration of the Jardin subsector to spinward.
I'm thinking that the law level might be much lower for locals and outsiders they have gotten to know and higher for the newbie's "until we get to know you".
This is how we are playing it, the crew is restricted to the starport, but there is a number of establishments available that cater to merchant crews and the captain is allowed to leave the port grounds, with and escort, of course, don't want those pesky captains to get lost now do we.
Be interesting if the Dingir League set up an embassy here, they could use it as a front for cold war hijinks.

Likely the Dingir League at least has a trade representative office present that assists traders from the Dingir League with a variety of issues from trade disputes to regulations to arranging introductions with locals. It would make perfect sense that there would be additional "personnel" that work out of the office as well.

The Terrans also have a trade representative office (and a Temple of the Faith no doubt), but you are right, the J-3 gap that helped to protect Terra during the Collapse also restricts movement of merchants in and out of the Republic.
