Creating pocket empire forces with Path of Tears is an iffy proposition. My earlier
submission on Narsil and its enormous forces have numbers that are contingent upon it
being an extreme or anomalous example. In reality PoT formula are based upon the idea
that every world that survived the Collapse is built inside a huge bubble of
post-apocalyptic ruin, or as I prefer to call it, covered in EYGSOS (short for
"Everywhere You Go, its the Same Old Sh__"). Generally every member of this bubble club
tends to be mostly cut off from a larger interstellar community, ruled by cruel and
paranoid dictators, no economy beyond hard currency or barter trade, and an allergic
trigger finger reaction to the "other". The best Wilds' militaries exist as little more
than desperate fuedal assemblages built out of whatever bits and pieces of technology
that weren't chewed over by the holocaust, which are manned or crewed by personnel whose
training, professionalism and motivation are questionable at best. And these forces are
highly unspecialized for the simple reason that their probably exists a bewildering
number of possible threats and contingencies, but the locals simply do not possess any of
the more normal methods or institutions that could deal with them in a more peaceable or
efficient manner.
But most TNE pocket empires have working interstellar economies, are recovering technical
expertise at a measured and progressive pace, and probably possess some kind of
centralized government whose voluminous services are supplemented by orderly planetary
and local law and order. These have money, diplomatic contacts and official covenants,
deep pools of skilled labor and specialized industries, and probably some kind of
bureaucracy that has something better to do than skin the yeomanry of their last credit.
In short these empires have the ability to shape and control their destinies, and this
gives them choices that a generalized system like PoT cannot accurately model. Each of
these will have different cultural assumptions, strategic situations and economic models
that will dramatically alter the composition and strength of their forces from their
contemporaries.
Step 1: Preliminary Preperation
What I am about to demonstrate is more like a set of suggested guidelines than ironclad
rules. The key word here is "assumption". Here is the formula I derived for creating the
general forces of the Darrian Confederation for my campaign:

Where:
M is the military force available for offworld recruitment in the Darrian Guard and Navy.
P is the potential pool of ablebodied recruits leftover by local military recruitment and
the local planetary economy. This is generally the total population.
E represents the Relative Education Eultiplier. This represents the gap between local
technical curricula and the maximum attained tech level. To determine this multiplier I
adapted the Relative Taxation Table in Trillion Credit Squadron, Page 32. For the Darrian
Confederacy I created a table:

G represents the local Conscription Multiplier. This is the traditional or customary
average of a planetary population that actively seeks military employment, or a fixed
rate mandated by the planetary government in response to some crisis or threat.
S is the Starport Multiplier. A world with a sizeable high quality starport has a
population that is rather familiar with space and is dependent to some degree upon the
space economy, and is both highly dependent upon the interstellar community and has
considerable celestime assets it needs to defend. A world with a dismal starport is
probably rather indifferent towards offworld incidents, and is unlikely to be an
attractive target to an offworld invader anyway, so it doesn't contribute as much to the
common defense. This factor regulates both the percentage of personnel that can be made
available to the Confederation (S1), and the percentage of S that will be attracted to
the more technically demanding Navy (S2). This table is below:

Step 2: Determination
Now I will draw up a matrix for all of the Confederation's worlds. This includes the
world's starport, its NE 2 population, its tech level, and its G multiplier or local
recruitment rate in percent:

Ground Forces (S3): 13281647 (664.08235 divisional equivalents)
(1), (2) and (3) are fairly explanatory. (4) is divisional equivalents, and is determined
by dividing the ground force number of an individual world (S1-S2) by S3 to obtain the
percentage of the total forces allocated to that world by the Confederation, divided by
20,000 and rounded to the nearest whole number. Confederation worlds usually follow a 2:3
split between frontline and reserve forces. The number before the slash is frontline
divisions and the one after is reserve. (5) is the number of naval combatants, derived by
dividing the naval forces of an individual world by the total S2 for the Confederation.
This number is then divided by 1000 for total number of major combatants, and then by
3000 to obtain the number of minor hulls. The number before the slash is major hulls, the
one following is minor hulls.
Step 3: Evaluation
The Darrian Confederation (Daryen Tenoras) has a military force of 20,589,393 persons.
13,281,647 of these serve in the Confederation Guard (Tenoras Gasar), Cadres and
affiliated reserve units: this creates a force of 664 divisions or division equivalents,
with 266 of these being frontline. 7,307,746 persons serve in the Darrian Navy (Nodhozar
Tenoras) manning 2436 major combatants and 7308 minor combatants.
Frontline Ground Forces: The Tenoras Gasar is composed of the following units:
