A small test area with full repair capabilities makes sense - its an R&D area, with a few permenant residents and a bunch of researchers / workers on contract. Its TL is good for regina, and there is precious little on the world to damage if something goes wrong.

I can see what you mean about worlds like Pixie. There just is no obviously good reason for a starport to be there. For me this just gives me a little elbow room to be artistic and come up with an non-obviouse reason.
I might come up with a reason like the Imperium built the starport there to keep everyone's attention on the port, doing business there as apposed to the second ancients site on the planet that no one should know about.
Two other worlds near Pixie that I find interesting are this way are
Kinarb a TL:-8 world that has a class-A starport but can't make its own jump drives and Heya a TL-5 world that sports a class-B starport.
For Kinarb I figure that its TL slipped slightly due to trade falling off due to all the pirate activity in the core-ward half of the subsector.
For Heya I figure that the Imperium built the starport ( a very tiny one) to support a large SDB fleet, in hopes that this fleet will give trade in the core-ward part of the subsector a shot in the arm.
Perhapes the Pixie starport is for building prototypes that will be later built at nearby Boughene. No one wants their prototypes to be seen as anything less than perfect, it could effect the bottom line.
