So the basic military reason you don't want to under power your vessel is
that your enemy 'will' eventually figure it out and exploit it.

Force you to put power into A then while your doing that exploit the fact
you don't have power to B.

Don't misunderstand me from a real world perspective it makes sense that
under powered designs get made however I think military procurement offices
would rather have a fully powered vessel vs an under powered one. And there
are plenty of reasons under powered designed actually get build and used
but at the end of the day it going to be bad for the folks using them.

This is purely from a metagame view of coarse.
