I was once part of a forum game where I was a colony administrator who was going to embezzle funds while setting up a new colony, using the World Tamer's Handbook rules. My main plan was to serve as a 'patron' to the characters, i.e. refueling their ship for lower costs and providing cargo, in exchange for them dropping off (preferably voluntary) colonists. (I had equipment, food, and shelter for 200 people, but only the 40 in the freighter made it.)
Unfortunately that ended when the GM disappeared. I still have the book, and would enjoy running a colony again.
