I concur with your premises.
(And will also point out that one of the things Traveller does is attempt
to anticipate, allow for, and design in those cycles of measure,
counter-measure, counter-counter-measure, etc., so that we don't have
people designing things that only last a couple years [like, for example
the Windjammers I mentioned yesterday], but by the same token, the design
system does allow you to try to capture that snapshot in time if you like.
It just may not stand the test of infinite innovation.)
Yes, it is possible for a fighter to collide with an enemy warship. Not
terribly likely, but possible.
(Also, at the risk of painting the word DICK on my forehead in even bigger
letters, I don't believe in space fighters, but we can wander into that
wonderland another time.)
