Right besides Sufren, it was, IIRC, a member of the Rebellion Era Union of Suffren.

How far outside of the Covenant is Gamov? I know that I very specifically
named where that Covenanter was patrolling for a reason.

As for the Belladonna, it was based somewhat on the spaceship run by my
PCs in my own Traveller campaign, but larger, and translated into TNE
terms. I'll have to look at what's in Path of Tears to refresh my memory.
I believe that's where the reference comes from.
