Decanonized isn't the word for it. But, yes, that has been eliminated in the CT errata:
"Adventure 4: Leviathan, Page 35, Jump Message Torpedoes (correction): Eliminate this paragraph, and replace them with additional RPV drones on page 31."

I'll have to go look at that, but I suspect the easiest errata is simply to delete the design.
It's not like someone's going to come to your house and kick you if you continue using small jump drives. But officially, nothing under 100 tons can jump. Just ignore that line in the errata if you don't like it.
