Hi, Best location to look would be BARD check out the DANI file. There are single notable charaters and even an entire ship's crew off Argo. GDW also put out a book of charaters Star Vikings, every one from the Secretary General to Flammer raiders and friendly ship captains. For one-time-use NPCs we generally joll up some stats and skills andraw a few motivation cards and run with results.
