My job involves a certain amount of "Cargo Handling", aka, loading furniture and electrical doohickeys into people's cars, trailers, and what not.
It's not "native intelligence". It's "learned knowledge".
Having to learn to do this was a very strong reminder that there is more to intelligence than the merely academic. I am, of course, the kind of person for whom walking and chewing gum is a challenge.

Given the choice I'd put Cargo Handling under INT because spatial
reasoning is more like native intelligence, and HazMat under EDU because
that stuff is not intuitive, it's learned knowledge.
What both of the skills remind me of is how much problematic
overlap-underlap kept working its way into the skills roster. Maybe one
way of looking at Cargo Handling is that it would also work for warehouse
managers. I think there is a legitimate place for it. If you've spent time
with furniture movers or people who pack moving trucks or storage units
for a living you notice that some people have developed a real utility for
"3D Tetris" that many people don't have. HazMat could be a cascade subset
of a Chemistry or Laboratory skill. And those last two I freely admit that
I don't recall what they are really called.
