Never sent this, but found it in drafts.

I already knew this chart was off for Tank KE "warheads" by about 40% and
change, at least at TL 8. I actually think I have a solution for that
already with some House design sequence mods, which I'll post up after some
more tests.

Then I threw together 16"L50 from the USS Iowa and get 5000 kg which is
about 500% from the initial Mk 5 AP and not much less from the 1200kg Mk 7
"heavy" shells. The 14"L50 from the USS Tennessee are similarly out of
proportion. The easiest fix for those appear to be go down on the chart
one level (so 40cm would be 1000kg and 35cm would be 500kg) and then modify
from there.
