Ignoring the out-there stuff, like the adventure in the main rulebook (a trip clear across Diaspora in 1200), the RC's awareness of it's surroundings evolves as time advances. In the Dawn League era, they know nothing much beyond their borders. They get more info as they search for the lost trade missions, which gets filled out to the boundaries of the politically-set AO. Private missions, special missions, Free Trader info, and Covenant of Sufren data fill things out.
Solee is on the trailing side of the RC, so their being unaware of them is not so much a stretch - especially as Solee is just starting to expand. There also seems to be an area of good trading potential just beyond the AO in that area that might have drawn off Free Traders that might normally have warned the RC:
RC: "Why didn't you warn us about Solee?"
FT: "I was too busy bouncing between Solee, Kmak, Muller and Clallum making money to do anything else!"
As I alluded to, the trailing side is neglected in TNE - save in the World Builder's Handbook. The same holds for Rimward - in spades. The RC's goal is to expand coreward and spinward - into the core of the Old Imperium, so as to restore interstellar civilizisation.
The Guilded Lily is set sometime in the 1202+ period, but with the references to having Hiver-modified CoS Snake anti-viral weapons, and the possibility of a Peacekeeper crewmember I think we could be talking 1204-5 at least. That makes RC knowledge of that part of Diaspora less surprising, and even then, I think it comes from Free Trader sources.
As for the United Worlds Alliance, I personally keep 1248 stuff clear of my 1201 stuff. That said, I have never been able to find 1248 historical info in the UWA.
