specific fields, though multiplied in size, price and chance of mishap.
I saw the Coalition pushing to get Oriflamme to TL 10 and effectively
succeeding for the starport areas starting in 1204. Aubaine hitting TL 13
around 1205 though effectively early, it was deliberately held back for PR.
A bit unique fur Recovery since the Hivers can help and is already known to
be possible.
