You introduced the section with: "Since this had not been done before Geo did it, and since he is still the only one, I have pretty much given him free reign on this."
In other words, it probably came under your Somebody Else's Problem field.
The location of the Client State in the Hinterworlds was from Survival Margin.
Almost nothing else was published about them, so they were a good basis for a roll your own, RC-light, campaign.
Path Of Tears noted that the RC was focusing on their spinward and coreward frontiers. It seems logical enough to assume that the Hivers and their clients would be expanding towards them on their trailing frontier. Of course that's not canonical.
On the Hinterworlds in general: last century I collapsed at least part of the sector, just to see what was there. I didn't have access to the GEnie data, so I used the published material in Challenge #39.

There were a whole lot of low tech worlds, that underwent little if any technological decline. Because of the relationship between tech decline and starport survival, that gave rise to a whole bunch of surviving starports.
Where there are starports, there are presumably starships. But who and how? Very few if any of these worlds had the kind of TLs necessary to keep ships going, so they must have been scavenging like mad.
Definitely a potential location for a Free Trader campaign. Or, of course, a Hiver Client State one.
