And also things like how much population was lost. A massive pop decline can leave a relative treasure trove of tech, though it may be dangerous to access.

On a related note, a world that was balkanised pre-collapse may have more military tech, and tech that is focussed on internal as well as external threats. More G-Tanks, Battledress, Fighters.
